Armin honestly doesn't have a lot of personal experience with Hange yet, and while he knows that they are not a strategist in the same way Erwin was one (but then, who really was? Erwin was rather unique in his skills) he would've never expected a plan like this to come from them. But perhaps there had been no other way?
