Steven's first thought is that Houston must have a pretty pathetic Winter Court if this screaming weirdo is second-in-command... but maybe it's as much of a small-m mask as Nice Steven or Gentle Hythlodaeus and the guy has hidden depths. He makes a note to himself that Jules is not to be dismissed, no matter how tempting it is.
