It's probably not evolved yet.
[Cassandra is not sure she'd call it stupid-looking, but it does look a bit strange, and not very intimidating. Then again, it's probably young, or what passes for young among unevolved Pokemon.]

[Cassandra had found out that two of her Pokemon could evolve when they evolved.]
There's also a Training School in Violet City that has information. From what I've there, it's more common for Pokemon to evolve than not to.

There are a lot of different classes about things like breeding Pokemon and bonding with them, and a lot of classes about battling specifically - Pokemon types, moves, resistances and weaknesses, and things like that. Those classes tend to include actual battles as tests.
Has anyone told you about battles yet?

heal your Pokemon and go on your way again. But sometimes it will be other Trainers waiting for people to pass them by so they can challenge them and their Pokemon. It's mostly considered bad or rude to reject a challenge, from what I've seen.

There are also very strong trainers who've set up locations where people come to fight them. If you beat them, they reward you with money and other privileges. I haven't done anything with them, so I can't tell you how that works specifically.
