[A certain new recruit has been in the dormitory for, perhaps, a little too long. Presumably, he's only been in there for that long because nobody has noticed him yet, but... he's bound to be noticed as soon as anybody walks by. After all, he seems to be talking to someone.]
Even the training, Boss?... Right, of course. To get a feel for how this organization works. ... Yes, I'll keep you updated, sir. ... Er, Boss, are you sure you'll be okay? I don't mean to intrude, obviously, but I still don't understand exactly what your current position...
[Catch him off-guard, and you might be able to tell he's speaking into his PokéGear - at least until he screams and flails in surprise, dropping it.]

[The video feed is of a pink-haired young man with freckles. His arguable taste in fashion is mostly obscured by a) the blurriness of the feed as he adjusts the angle and zoom level and b) the Magikarp he proceeds to drag into view, and which he has also thoughtfully placed into a little tub filled with water.]
Hey, can I get a little help here? Nurse Joy says there's nothing wrong with it, but it HAS to be sick.

You've got a direct line to Giovanni? [he calls through the open door.]

Doppio reaches down to grab the Pokegear, but he's not expecting to hear any instructions unless he puts it to his ear again. Which he thinks he'd better not do, even though he'd really appreciate some pointers right now.]
Uhh...
[He thinks about it as quickly as he possibly can. If the Boss was supposedly kidnapped as well, and just happened to be talented enough to get away and go into hiding for the time being, then that would mean they're expecting another recruit aside from him, right? But how much info could they really have? If they'd learned anything compromising, Doppio's current instructions almost certainly wouldn't stop at a mere "Follow orders and learn what you can."
Therefore, the safest option is to give them no reason to suspect the Boss even EXISTS.]

[Okay, that went well, which means he has now moved on to easier territory, clearly. No need to concern himself with how this conversation opened, at least for now. He hopes. He really, truly does.
A certain someone at the back of Doppio's mind is equally uneasy, if not even more so.]
I just woke up here with this letter, and the phone, and, uh... [He looks back towards the strange balls and the bag.] All of this.

And then, suddenly, it all falls into place. The kid isn't an otherworlder. Not at all. He's a Rocket from another faraway base--a plant in their little gang, to keep an eye on them and report back what they're doing, because they'd got ambitious and cocky and had provoked the reformation of the PGC and that was enough for the admins to risk sending someone in to pose as another otherworlder so they'd take him in.
And Steven... Steven would have fell for it if he hadn't heard the kid talking to 'Boss' on his gear.
He doesn't let any of this revelation show up on his face. Instead he smiles gently at the kid and says,]
Yeah. All of this... it's a lot to take in, isn't it? Especially when you're from another world entirely. But I'm sorry to say that you've been taken from your world and immediately press-ganged into the Rockets. It's-- not always the easiest position to be in. The rest of the otherworlders, they show up at Fake Mom's house and she chivies them out the door onto their pokemon adventures and that's that. Here they expect us to work for them--but honestly, it's not at all taxing once you're done with Mandatory Training Hell and we're more than fairly compensated, I think.
[Even if he's a plant by the admins, that doesn't mean Steven shouldn't treat him like any other otherworld transfer. Much better for the admins to think that they'd fooled them--if they exposed this kid, they might not recognize his replacement. It had only been chance, after all, that Steven had overheard him.]

Right... Uh, what's a Pokemon again? [He turns his eyes back to the letter. That word sure is on it, but even the Boss didn't seem to know what THAT was about.] Wait, are you an "Admin"? What kind of team is this?

A pokemon... well. They're creatures that live on this world. The local version of animals.
As for the rest... God no, I'm not an Admin. I'm just a Beta. Which still means I outrank you, but look--
[He produces a pen and then a small notebook from various pockets and then flips to a clean page. On it he writes:
Grunt -> Private -> Beta -> Alpha -> Admin -> Boss]
That's the Team Rocket hierarchy. Everyone comes in as a Grunt. Boss Giovanni's on top. World natives can rise as high as Admin, but otherworlders like you and me can only go as high as Alpha.
As for what kind of team this is... well. An organized criminal one, more or less.

[Funny. For all the acts Doppio may or may not put on, the truth is that he's not all that good at lying.

And yeah, more or less. Though like I said, we can rise in rank. Just not to the highest levels. But then again, you rarely see more than one admin per city--even here in Goldenrod there's only two--so it's fairly unlikely even for locals to rise higher than we can.

Huh... So maybe it's just that none of the people they've kidnapped have managed to climb that high YET? But I guess it's more likely that they just don't want outsiders taking the higher spots...

[The woman answering adjusts her glasses. Notably, she seems to be coming through a private channel.] Mnh...you're the new guy though right? Don't worry too much. Magikarp sales are a bit of a joke, but the fact is if you stick with that little guy, it'll really pay off!

And only some do. Honestly you'd probably have to ask to do it, so now you know not to do that! When a rocket sells these, it normally IS a scam, since you can definitely catch these guys everywhere you look.

[Well, he's going to try it, which means he picks up the Pokegear and brings it much closer to his face than it was before. It's a youthful one, for sure, but there's something just a little off about it; skin that seems slightly too worn in places, curves that seem more like angles when he turns his head and the light falls on it differently.]
It just sounds like a bad idea to me, that's all. If these poor guys are so weak, then most people here know that, right? How do you make a profit off of that?

Oh! Ehhhh...not that I agree with it, but it's something that only works by tricking kids that just left home honestly... ...there's not a whole lot of people on magikarp duty, suffice to say...
Honestly though, you don't really have to rely on any of the smalltime jobs here. And between you and me, you shouldn't~! This place provides housing, and food. All of the cities from there, have teleports between them. So what I personally recommend, is getting what you need to get some camping gear and tupperware, and start connecting places like a great big grid- the world's your oyster, and with the right words, Team Rocket will cover it all~!
[Ahem.] Nice to meet you by the way! [Word travels through the grapevine fast- Doppio himself can probably take a guess why Carly messaged in private ultimately, and this here would be the reason. She knows he's a rocket, and she's cutting that corner to get right into it.]

Still, this is valuable info. The more he learns about this organization's structure and business, the more he can tell the Boss, and then the Boss can... do what he does best, and start taking over. He doesn't know how yet, but that's not his job, anyway - sure, if the Boss needs his input, he'll provide it, but the Boss is the one with the power and wisdom to topple the status quo. He always has been.]
If you say so. Would you say the higher-ups appreciate, uh, people with a sense of initiative?
