There's probably more he could say than just leaving it at that, but, well, quite frankly he doesn't know what to say. That this whole situation is confusing is putting it mildly.
The Togepi, meanwhile, since its trainer isn't currently telling it to do anything, resumes its cheerful wandering. There's new friends to be had!

"You doing okay...?"
Otsuu might not be the most perceptive person around but this seems a bit... odd? She was curious and, well, her Pokemon wanted to play, too. "Poppy and I aren't going to hurt you."

More or less. He's lost and confused, to be sure, but he's survived on his own before, so surely he can manage this.
Unluckily for him, 'surviving' is a very different matter indeed from 'socializing'. So there's a moment of standing there awkwardly while trying to decide what to do, before finally turning towards the Togepi.
"C'mon, let's go."
Pipi? The Togepi pauses and gives its trainer a curious look. No more playtime?

That's what living in the Jail taught Otsuu. Even if this is a strange place, even if it seems far friendlier... It's better to at least try to make an effort to get along with people. Otsuu really couldn't argue with him, though. If he wanted to go--
Poppy, however, wanted to play, too. She waddles up to the Togepi and... gives it a gentle headbutt. 'Let's play', that headbutt seemed to say.
"P-Poppy, what are you doing?"

None of which accounted for being obliged to look after a walking, chirping egg-fairy that's all too eager to play with its newfound seal-friend.
"..."
With a resigned sigh he just... sits down right where he was standing, apparently having decided to wait until the little one has tired itself out from playing before moving on. And definitely not because he's feeling overwhelmed himself and needs some time to try to sort things out or anything.

If only Princess was around... she's way better at speaking to people than I am...
Instead she focuses on Poppy, watching to see how the seal frolics and to make sure she doesn't hurt the egg too badly.

The Togepi, for its part, is squealing in delight and bouncing around after the Popplio, clearly enjoying the playing.

Well, at least he said something, even if it is a bit of a snappy answer. And he doesn't take his eyes off the Togepi, either, shaded though they are under his hood.

He's really not used to being around people much.

"I owe you an apology. It's not much but... I'll go if it'll make you feel better. I owe you that much, at least."
'Owe'. That was really Otsuu's favorite word. It might not mean much to the other person but if she put it that way... She'd be sure to pay him back somehow later even if it was just to leave him alone. "C'mon, Poppy."
The Popplio glanced at the Togepi and then back at her trainer as if wondering what was going on.

"What for?"
His confusion is probably evident in his voice; he can't think of anything he's said or done that would make her indebted to him.
The Togepi takes a moment longer to catch on that something's happening, but when it does it practically mirrors the Popplio's reaction.

Otsuu was a strange person.
"I was rude, therefore I owe you an apology. I'm sorry for not asking your name first."
Her Popplio pauses then goes back to playing.

"... It doesn't matter."
He'd never been inclined to give his name in the first place, after all.

"...Maybe not."
She agreed. She rubbed the back of her head. "I felt bad, though. I guess I'm just more talkative."

Now it's his turn to rise to go.
"You can find someone else to talk to."

"...I'll see you around, then."
Princess would have done much better.
She tries to give her most princely nod. Both at Shrike and the Togepi.

But who knows, perhaps their paths will cross again sometime and they can get off on a better foot then!
