[She was excited, okay?! But she did eventually dive back into her travel bag on his back.
True to what he said, it did not take him long to get there. Even with the change to being human, he was still pretty fast and had good stamina so he could keep running for a while. So, it was fairly shortly that he was arriving in Cianwood City and heading to what seemed to be the spot where he had seen the other.
Luckily it didn't seem to be too hard to find him]
Greetings.
[And when they stopped running, Foudre popped out of her bag again, having be sitting up just enough to have her head out so she could watch]
Action
Greetings. Perhaps, I should introduce myself. I'm Captain Levi Ackerman of the Survey Corps. However, for here I believe Levi will be fine.
[He gave a formal salute as he introduced himself, more out of habit then anything. He was going to have to learn to act more like a citizen here then a soldier. That was going to be a challenge.
Upon seeing Ulaz arrive, Togepi hurried over as best it could to greet him. It was eagerly looking for their frien they knew was with him.]

[He didn't salute, just gave a nod of greeting.
Even with his physical changes from being Galra to human, he was still a very tall man. Of course, he was used to most non-Galra being shorter than him so it didn't even phase him.
Foudre was ready to meet new friend. As soon as she saw Togepi, she extracted herself the rest of the way for her pack - using Ulaz's shoulder for leverage - and then jumped down... helped by the fact Ulaz was starting to crouch for her, knowing she wanted to do it herself.
Then she trotted over. Hello, baby pokemon. She'd be nice]

It's pleasure to meet you in person, Ulaz.
[He kept a side eye glance on Togepi as it trilled a greeting. It didn't appear shy at all in runnning up to Foudre. That was something Levi was going to have to becareful with. It seemed to see everyone as it's friend.]
Are all Pokemon this sociable?
no subject
So he was pleased to see that Foudre had no such intentions and went up to Togepi happily and gave it a little nuzzle]
It seems to depend on the individual and perhaps on the kind as a whole. I have noticed that generally they are sociable. Foudre seems to be less sociable with wild Pokemon, but is better with ones that have a trainer.
[Maybe because chasing around wild pokemon was free game since only her partner could object to that]

[Levi commented as he continued to observe the two Pokemon playing. It looked as if Foudre was going to treat Togepi gently sensing it being a baby. Nor was Togepi being too rough or toddling off where it shouldn't.]
no subject
[Good, and if Togepi did attempt to go exploring, Foudre would quickly herd it back. No getting away from trainer when you are small and slow! Otherwise, she'd - carefully - play with the Togepi]

[Levi gave an agravated sigh. This life style really was't his. Yet, as he watched the two Pokemon interact he could see why people enjoyed it. Foudre seemed to be pretty protective of Togepi and was very careful with her and even herded the Pokemon back when it tried to explore.]
I'm really the worst caretaker there is. And I was given something that can't even fight.

[He nodded] You are able to grow the collection of creatures that travel with you so while your partner might not currently be a good fighter, there are others.
[Ulaz was pleased to see that Foudre was being gentle with the other pokemon and stopping it from potentially wandering off by getting between Togepi and where it was trying to go, guiding it back in their direction]
It is a learning experience then, I suppose.

[He glanced over at Foudre still trying to herd an egg shaped pokemon]
