To Armin, Sion is sort of a reference point of all things pokemon. He's been here for so long that, not only he has had a lot of time to learn about pokemon, but he's also obviously went through a lot of the weirder things this world has tossed at them, so he's always a good source when something starts happening. And at some point Armin really wants to make it back to Johto cause he wants to visit their library again, and whole knows, maybe challenge Sion to a battle? Maybe not necessarily a gym battle yet, but just to see how he measures up. He knows Sion is an intelligent man and a strategist, so he figures it would be a really good learning experience vs battling some random trainer on the road who might very well be a 'all power, no substance' sort of fighter. He also feels Sion is the kind of person who he could battle and then afterwards ask for advice in improving his own battling.

Sion would gladly have a match and give Armin pointers after! And not just because it's fair trade for the chess lessons. ;)
