I think Celadon City might be your best bet. From what I've gathered, it seems to be one of the fashion hotspots of the Kanto region. That being said, Lavender Town's no slouch in the matter either and is almost certainly going to be gentler on your wallet.

I know several of these stores do deliveries, so that's something to keep in mind as well, especially if you're staying somewhere for several days.
